Félix Penna holds a BS in economics and a postgraduate diploma in data management and analysis from the University of Buenos Aires.
He has worked as a data specialist in the public sector, where he led data openness and data management initiatives and projects implementing machine learning models.
In his work as a researcher, he has taken part in studies of international organizations such as the Open Contracting Partnership and the Latin American Open Data Initiative (ILDA) to understand how far open government data is being published and used at the national and subnational levels in Argentina. He has also worked as a private-sector consultant on data governance and the use of datasets.
He worked at Fundar until june 2022.
