Joaquín Caprarulo is a lawyer who graduated from the University of Buenos Aires (UBA) with honours, specialising in public international law. As a student, he was a research fellow at the Instituto de Investigaciones Jurídicas y Sociales Ambrosio L. Gioja. He participated in exchange programmes at the Universidad Autónoma de Barcelona and New York University. He holds a postgraduate diploma in Economics and Finance for Lawyers from Pompeu Fabra University in conjunction with the Institute for Economic Research and Education. Between 2022 and 2023 he was awarded a Chevening scholarship to pursue an LLM in Law at the London School of Economics and Political Science in the United Kingdom, from which he graduated with merit. At the London School of Economics and Political Science, he was an articles editor of the LSE Law Review.
Between 2014 and 2018 he was part of the International Relations Area of the Ente Nacional de Comunicaciones, the regulatory body for telecommunications in Argentina. From 2018 to 2022 he was the coordinator of the programmes for Strengthening Democracy and Access to Justice and Openness of the Judiciary of the Civil Association for Equality and Justice (ACIJ), a role from which he promoted multiple projects on issues of access to public information, the fight against corruption, independence and functioning of the Judiciary, among others. As part of ACIJ, he represented civil society in the National Roundtable on Open Government between 2018 and 2020. He is also an assistant professor of the subject Human Rights and Guarantees of the Law Degree at the UBA and was Head of Practical Work in the courses Introduction to Law and Access to Justice of Economic, Social and Cultural Rights in Contexts of Vulnerability at the National University of José C. Paz.
