Fundar 2025 - Not afraid of change
The imperative of the present is change. We are not afraid of it. Breaking with the status quo and working against common sense has been part of Fundar’s mission since its inception. We think about Argentina’s problems without prior commitments, with data and evidence at the forefront, and with the sole purpose of developing proposals for policies and public goods. Now we want to take a step further, from analysis to action, from the dynamics of public conversation to the logic of innovation and impact. Here we present the agendas we have been working on and will continue to work on. We want our projects to go further. We want them to serve to build a community of ideas and voices. We want change to be on our side.
The Argentine economy is dual currency. The origins of this phenomenon lie in chronic high inflation and disruptive events such as devaluations, public debt defaults and deposit freezes. There are two alternatives for addressing dual currency: dollarisation or strengthening the national currency. At Fundar, we believe it is essential to strengthen the peso and not lose the essential instruments of monetary policy: without its own currency, there is no nation and no possibility of development.

Labour reform and tax reform are at the heart of the current public debate. And that is fine. We need to change the way the national government and the provinces collect taxes, and we need to modernise labour legislation. At Fundar, we have a series of proposals for both areas. However, let us discuss change without believing that ‘structural reforms’ are magic solutions to Argentina’s growth and development problems.

Cities are the present and future of shared well-being. In the 21st century, it is even clearer that living well in a city is not an individual problem: it requires public policies. That is why we believe in offering solutions to address a multidimensional process: improving infrastructure and basic services, expanding employment and training opportunities, promoting financial inclusion, and strengthening rights, care, and equal opportunities.

Argentine industry is not a single entity. We need specific productive policies that address the challenges of the green transition and are adapted to our reality. At Fundar, we analyse the characteristics of each sector and propose productive policies to promote sustainable development. The energy transition poses a major challenge for our country: making intelligent use of fossil resources to guarantee energy supply and generate foreign exchange, while accelerating the transition to clean energy. The world is already adapting innovative technological and financial solutions. Our country must follow that path.

There can be no development without science and technology, and certainly no development without a scientific community engaged in dialogue with Argentina’s productive needs. That is why we need strategies to strengthen scientific and technological capabilities, promote applied innovation—including financial innovation—and connect knowledge, competitiveness and sustainable development. Science and industry must go hand in hand, and the State must be there as a promoter of joint initiatives.

AI is revolutionising the way we interact with data and is an indispensable tool for improving and expanding government capabilities. The government is the main generator of data, yet this key public asset is still not being leveraged to improve governance. At Fundar, we work to transform data into collective heritage: we promote quality standards, reliable exchange schemes, and ethical safeguards. We want a more modern, efficient, and digital state, with AI applied in an ethical, transparent, and people-centred manner.

Mining is one of the pillars of national and regional development. However, improvements are needed in areas such as taxation, value chain development and socio-environmental governance. That is why we have been putting forward proposals to strengthen competitiveness, promote quality investment and improve laws and regulations, so that resource exploitation contributes to productive development, exports and the well-being of communities. Mining is a key part of Argentina’s future, but it is our country that must write that future.

AI is not only revolutionising the way we interact with data: it is revolutionising the way we learn, acquire information and communicate. This presents enormous opportunities, but also risks if there are no adequate regulatory frameworks governing what artificial intelligence can and cannot do. At Fundar, we are promoting a national strategy that encourages the adoption of AI in government and business from a realistic perspective focused on inclusive development.
