Tomás Allan is a lawyer from the National University of La Plata and is currently working on his Master’s thesis in Political Science at the Torcuato Di Tella University. He has provided legal advice on private, electoral and partisan law. He co-founded and directed the digital magazine Segunda Vuelta and wrote opinion articles on constitutional and human rights issues in various media. He is currently researching policy adoption and implementation in multi-level governance contexts. His areas of interest are the political economy of development, federalism and subnational politics, and regulatory effectiveness studies.
