Building a modern State is a long-term effort: it requires institutions that learn, adapt, and improve over time.<\/p>\r\n<p data-start=\"459\" data-end=\"795\">Our agenda examines how to strengthen State performance by addressing its structures, rules, capabilities, and embedded inequalities.
